张怀英，女， 汉，中共预备党员，博士毕业于荷兰格罗宁根大学药剂学专业，博士研究生，获理学博士学位。在《Biomater. Sci》《Pharmaceutics》《J. Mater. Chem. B》等SCI期刊发表论文数篇。主持校级课题3项。
